Insight: Suns rise and set rapidly in China leadership opera (Reuters)

HONG KONG/BEIJING (Reuters) ? Leaders battling for promotion in China's Communist Party are using pages out of an old manual for negotiating the rungs of power, with the launch of separate probes that have tarnished the chances of one rising star and burnished those of another.

While circumstances are murky, the twin cases have rapidly exploded to upset a leadership succession that just weeks ago had been plodding along smoothly.

With the Communist Party's 18th Congress just months away, the sudden downfall of two officials -- one a right-hand man to a rising leader, the other the target of a rising general -- has increased the stakes, revved up the rumormill and added a strong hint of political uncertainty to the most critical leadership transition in China in nearly a decade.

Bo Xilai, the charismatic but controversial party chief of the sprawling Chongqing municipality in western China, has fallen under a cloud with the embarrassing apparent defection attempt by his vice mayor, Wang Lijun, now under probe by the central party authorities charged with handling corruption among senior officials.

The prospects are considerably brighter for General Liu Yuan, an emerging candidate for the powerful Central Military Commission, which also will undergo a major reshuffle late this year to coincide with the broader party succession. Liu was credited with orchestrating the ouster of Lieutenant General Gu Junshan, whose downfall for apparent corruption emerged just days before the surreal Chongqing political drama began to play out.

The two cases illustrate how the official probe is the weapon of choice in Communist Party power politics. Rich with Communist jargon and methodology, a party "disciplinary inspection" is typically accompanied by a whiff of corruption and a strong dose of rumor and scandal. In China's halls of power, it is a cudgel to settle scores and dispose of or weaken political foes.

Weakened, this time, is Bo. The "princeling" son of late Vice Premier Bo Yibo has been actively campaigning for entry to the exclusive Politburo Standing Committee at the congress due later this year, with a high profile war on crime, economic policies to boost Chongqing and a nostalgic Communist revival to win over support from the conservative old guard.

DEEP, MUDDY WATER

His promotion now is now far from certain.

"The waters are deep and muddy, but it looks like Bo Xilai may have reached the end," a source with ties to the Bo family told Reuters.

"Bo Xilai is talented and bold and resolute in his work. He has lofty aspirations and wants to outdo his father," the source said, requesting anonymity to avoid repercussions.

Whatever the answers, the jockeying for power in China is now clearly under way.

"It's just the smoke hiding the fire," said Jean-Pierre Cabestan, professor of political science at Hong Kong Baptist University, who added Bo's Chongqing model may fall under further scrutiny.

"There's a lot we don't know, but on the way to the 18th Party Congress it's a rather troublesome development because it's changing the game to some degree."

Bo's prospects began to unravel as Wang's case unfolded rapidly. There was the official version -- with the news of his demotion followed by him going on leave for health reasons. Then came the visit to the U.S. consulate 330 km (200 miles) east of Chongqing in Chengdu, capital of southwestern Sichuan province, and after staying overnight he left there into the arms of waiting Chinese investigators.

The official line was accompanied by a blast of unverifiable but juicy rumors on China's microblogs, some clearly fuelled by active imagination. Wang had waved a pistol and threatened to take down Bo after his reassignment; he sought asylum at the U.S. consulate; police -- one camp dispatched by Bo and another by the central government -- argued over who would arrest him on the streets outside the American mission.

Rumor aside, two independent sources with knowledge of the matter said Wang was being questioned by anti-corruption investigators in Beijing. In addition to the consulate affair, one source said, the probe included his activities in Chongqing and Liaoning provinces.

Whatever the truth, the spectacle has already been damaging.

"It's even more difficult now for Bo Xilai to enter the Politburo Standing Committee," a second source with leadership ties said, adding the waves could upset a consensus among the leaders after Mao Zedong and Deng Xiaoping to avoid infighting that could threaten the Party's ship of state.

"Bo Xilai also wants to get on the boat. But the biggest worry is he could sink the boat whether he makes it or not," said the source who asked not to be identified.

In the days before Bo's political future dimmed, another battle was unfolding in the People's Liberation Army, this one to the benefit of General Liu, the ambitious political commissar of the Logistics Department and whose father was the late President Liu Shaoqi. Like Bo, Liu is a "princeling" son of revolutionary leaders.

AT ALL COSTS

During a talk to about 600 military generals before the Lunar New Year holidays in January, Liu declared war on corruption in the PLA. He did not name names at the time, but Gu was recently relieved of his duties as deputy director of the Logistics Department.

A source with ties to the PLA told Reuters Gu was under investigation for corruption, echoing media reports and microblog postings that he had been detained for economic crimes. Gu oversaw construction of barracks and other military infrastructure as director of the Bureau of Capital Construction and Barracks under the Logistics Department before he was promoted to his current post.

As in the Bo case, Internet postings flew. A common one said Zhang Musheng, a Liu confidante, late last year accused Gu of buying a plot of military-owned land in central Shanghai, selling it for a tidy profit and pocketing the difference.

The Defence Ministry has declined to comment.

This weekend, however, Gu was dropped off the organization chart of the Logistics Department on the Defence Ministry web site. The high-tech airbrushing hearkened back to the practice of wiping Communist leaders out of photos when they fell out of favor.

"This is a victory for Liu Yuan who has said he would fight corruption to the end, even if it means losing his job," the source with ties to the PLA said.

Liu is a candidate for promotion to the decision-making military commission, which is expected to see a sharp exodus of ageing military brass. All but three generals are expected to retire, forced out by retirement age limits at the congress late this year.

The common thread in political and military cases is the hint of official malfeasance. Corruption among the leadership grew like a weed alongside China's economic boom that started with Deng Xiaoping's reform era. Even in 1989, the nepotism of China's top leaders was one of the grievances of students who were demonstrating for democracy in Tiananmen Square.

Former President Jiang Zemin frequently warned that corruption in the Communist Party would bring its downfall. In practice, it often brings about the political deaths of enemies.

Jiang himself used a corruption probe in Beijing to oust and jail his rival, Chen Xitong, the former Beijing party boss. That probe netted a number of city officials after the suicide of deputy Mayor Wang Baosen.

In 2007, President Hu Jintao used a corruption case against Shanghai party chief Chen Liangyu to purge him and marginalize the remnants of the rival Shanghai gang.

DOWN, NOT OUT

Scandal does not always mean political eclipse. Other officials have survived, but they typically had a powerful defender, and a little bit of time.

Jia Qinglin had both. Tainted by a corruption scandal during his tenure as Fujian party chief in the late 1990s, Jia went on to be promoted to the Politburo Standing Committee in 2002. He is now close to completing a decade in power as the fourth highest ranked man in the Communist hierarchy, just behind Premier Wen Jiabao.

Jia's patron was then president Jiang, with whom he worked in the Ministry of Machine Building early in his career. After the Fujian scandal, Jiang made a point of appearing in public with Jia, whom he later whisked away to serve as Beijing mayor.

Bo also has survived setbacks. He has typically been popular among the people -- as Dalian mayor in the 1990s and now in Chongqing -- but less so among party members, failing to garner enough support to get into even the party Central Committee in 1997.

Bo came back in 2002 when he became commerce minister and in 2007 he finally entered the Politburo as head of Chongqing.

There has been no official suggestion thus far that Bo is under investigation. Since the consulate drama, Bo was seen on television chairing a recent city party meeting, he met with visiting Canadian Prime Minister Stephen Harper and his name and photos graced the Chongqing newspapers before tapering off.

But Bo has less time, and it is unclear who his patron would be. With just half a year before the congress and his right-hand man being questioned by authorities, his political wings could be clipped.

The crisis has also added pressure on Hu just months before the leadership transition and his retirement. He is due to hand the post of party chief over to Vice President Xi Jinping, and the presidency in March 2013.

Before his political disintegration, Wang had a sterling reputation as a provider of law and order, who as the story went wore bullet proof vests because the campaign he waged had brought death threats from triads. What led him to approach U.S. officials provoked may questions.

"Cadres and the whole of China are watching how Hu deals with Bo Xilai and Wang Lijun," a third source said.

In this fast-moving political opera, it remains to be seen if Bo has room for one more encore.

Iran: Nuclear facilities immune to cyber attack

TEHRAN, Iran -- A senior Iranian military official has claimed the country's nuclear facilities are immune to cyber attack.

Gholam Reza Jalali, who heads an Iranian military unit in charge of combating sabotage, was quoted Monday by the official IRNA news agency as saying that Iran and its nuclear facilities possess the technology and knowledge to deal with malicious software, according to The Associated Press.


He did not specify what steps have been taken since 2010, when a virus known as Stuxnet disrupted controls of some nuclear centrifuges. Tehran says its scientists neutralized the malware before it caused serious damage.

Iran has reported other cyber attacks since, including an infection in April 2011 dubbed "Stars." Jalali said that Iran also fought a spy virus called "Doku," without providing details.

Iran's claim comes amid rising tensions between the Islamic Republic and the West.? As a tightening web of international measures aims at forcing the Islamic Republic to scrap sensitive nuclear work, a string of events have made it look to the outside world like an undeclared "soft war" was under way.

Apart from the Stuxnet computer virus that attacked centrifuges at the Natanz enrichment facility, which Iran accused Israel and the United States for, the U.S. has accused Tehran's shadowy Quds Force in a plot to assassinate the Saudi ambassador to Washington.

In late 2011, the United States lost a spy drone in Iran, unmasking an aggressive surveillance program.

There have also been unexplained explosions at an Iranian missile depot and four nuclear scientists have been killed in Iran-- the latest on Wednesday.

Iran reacted to those events and the stepped-up economic sanctions as if under siege. It threatened to close the Strait of Hormuz, a major oil shipping lane.

Introducing the Girls Learning Code Instructors!

I gotta say ? we are just so excited about the team of passionate volunteer instructors that have jumped on board to help us make Girls Learning Code a reality this year. I love how diverse the group is, and I?m also thrilled by just how many people who have come forward to say that they?re willing to help out! It means we?re going to have a 3:1 or 4:1 ratio of campers-to-instructors for the entirety of the camp, which is going to help create a wonderful learning environment for the girls ? it means there will always be someone available to help create, debug, or just brainstorm with! It really is the right ratio for teaching beginners, and it?s even more important when your audience is kids. I?m so glad we?ll be able to give our campers the attention they really deserve so that they can all have a fun and inspiring week.

I am passionate about many things including travelling, trying new things, and my education. When I?m travelling I enjoy the different cultures and exploring their past, and this usually brings me to trying new things. Most importantly I love computer programming because it allows me to design new programs and I think it?s fun!

Why did you get involved with Girls Learning Code?

I got involved with Girls Learning Code because the stereotype, of a very intelligent young man with glasses sitting at a computer typing, that is given to programming is very misleading and I want to help change that. A lot of my friends, who are girls, don?t realize that programming is not like a math or a science. Programming is something completely different, it allows you to play with your knowledge of problem solving and making a solution in your own way. If more girls could see that programming isn?t just random words and numbers, and that it?s actually really fun, then there would be more girls working with not only programming, but technology in general.

As a kid, Cristina attended a ?website making? camp, and as you can see it made a huge impact on her life. She is very excited to have the opportunity to provide that same level of inspiration to the young girls at the Girls Learning Code camp. Cristina has been working full time in the interactive industry for 5 years now, and still has just as much passion as the day she started. She is currently pursuing a degree in Business Technology Management while working as a full time Project Manager at TPM Communications. Q: Which teams have the best starting pitching rotations going into spring training?
? Stephen Shoemaker, Tulsa

A: You've hit on the most important factor in determining a team's upcoming season. So here are the top 14, in relative order:

Tampa Bay Rays: One through five, it's hard to beat David Price, James Shields, Jeremy Hellickson, Matt Moore, Wade Davis and/or Jeff Niemann. One of the latter two could be traded, as Moore has emerged as the game's top pitching prospect.

Philadelphia Phillies: Nobody's top three is better than Roy Halladay, Cliff Lee and Cole Hamels. But it's dicey after that, with Roy Oswalt gone, Joe Blanton coming off injury and Vance Worley having to prove he can do it again.

Los Angeles Angels: C.J. Wilson was the ace on the AL pennant-winning Rangers' staff, and he slides to the No. 3 spot here ? behind Jered Weaver and Dan Haren, and in front of Ervin Santana. The question is the fifth spot, with reclamation project Jerome Williams the early leader.

St. Louis Cardinals: Who wins a World Series without its ace? And now Adam Wainwright returns to head a talented, veteran rotation that includes Chris Carpenter, Jaime Garcia, Kyle Lohse and Jake Westbrook, with top prospect Shelby Miller in the wings.

San Francisco Giants: Nothing's changed here ? Tim Lincecum, Matt Cain and an emerging Madison Bumgarner could be on the verge of becoming the game's new top trio. But Ryan Vogelsong won't sneak up on anybody this season, and can the Giants get enough out of Barry Zito or another fifth starter?

Texas Rangers: Ron Washington has plenty of quality choices, but unless Yu Darvish or perhaps Derek Holland break out, there is no ace. Depth isn't a problem with Colby Lewis, Neftali Feliz, Matt Harrison and Alexi Ogando.

Detroit Tigers: Justin Verlander leads the way, of course, but how good this rotation will be depends on Doug Fister, expected improvements from Max Scherzer and Rick Porcello, and top prospect Jacob Turner in the five spot.

Milwaukee Brewers: A note of caution: The fivesome of Zack Greinke, Yovani Gallardo, Shawn Marcum, Randy Wolf and Chris Narveson made all but six of the Brewers' 162 regular-season starts. That rarely happens two years in a row.

Miami Marlins: The key is Josh Johnson's return as a Cy Young candidate, which would take pressure off Mark Buehrle, Anibal Sanchez, Ricky Nolasco and Carlos Zambrano.

Atlanta Braves: Health questions on Tim Hudson, Jair Jurrjens and Tommy Hanson keep the Braves from being ranked higher at this point. But all three should be OK, and how about all the young talent -- Mike Minor, Brandon Beachy, Julio Teheran and Randall Delgado?

Arizona Diamondbacks: The emergence of Ian Kennedy and Daniel Hudson transformed the D-backs in 2011. Trevor Cahill is a nice upgrade, Joe Saunders was re-signed, and if the league catches up with Josh Collmenter, there are a couple of quality young arms knocking on the door.

New York Yankees: Michael Pineda and Hiroki Kuroda fit nicely behind CC Sabathia, but how much will the Yankees get from Ivan Nova, A.J. Burnett and Phil Hughes?

Boston Red Sox: Who slots in behind the big three of Jon Lester, Josh Beckett and Clay Bucholz? The leading options at this point are Daniel Bard, Alfredo Aceves and Daisuke Matsuzaka.

Washington Nationals: Stephen Strasburg's health is paramount here. But the additions of Gio Gonzalez and Edwin Jackson are big, and Jordan Zimmermann is emerging.

Q. Has a historically fiscally prudent team ever hit the wall as fast as the Twins? Carl (Pohlad) traded Johan Santana, but his kids gave big contracts to Joe Mauer and Justin Morneau. Which was right?
? Larry Faria, Ocean Beach, Calif.

A. The Twins certainly have been a case study for the dangers of a mid-market team heading into a new stadium, haven't they?

Amazingly, the Twins' payroll doubled from about $65 million in 2009 to about $113 million in 2011. But as soon as they jacked up the payroll due to increased revenues, injuries struck their three highest-paid players, leaving them little financial recourse. You saw the result: a 99-loss 2011 season in which Joe Mauer (82 games), Justin Morneau (69) combined to appear in only 151 games, and Joe Nathan saved only eight games.

Nathan is gone, signing with the Rangers as a free agent, and two other key free-agents ? Michael Cuddyer and Jason Kubel ? also went elsewhere this winter. Meanwhile, the Twins remain on the hook for $28 million over two years for Morneau. And the big albatross is Mauer's eight-year, $184-million deal, which enters year two in 2012 at $23 million per.

As I've written several times before, I don't have a problem with huge average annual salaries; my problem with these mega-contracts always is length. I would pass on all of them ? Albert Pujols, Prince Fielder, Alex Rodriguez, Mauer, etc., etc, because history overwhelmingly shows they will be highly cost-inefficient over the latter few seasons.

Owners of major-market teams can afford to swallow some of those later-year losses ? and if their teams win a World Series in the meantime, you can make the argument that it's worth the expense.

But a franchise such as the Twins will pay the price when things go wrong ? which they do more often than not. It's not necessarily wrong in principle, but it is very risky, and the younger Pohlads got burned in 2011, and things don't figure to get much better in 2012.

Another example was the Rockies giving Mike Hampton $121 million and Denny Neagle $55 million in 2001. Things went south in a hurry, the team entered a total rebuilding mode by 2003, and it took six years to fully rebound and land in a World Series.

Q. Was there ever a time when managers or coaches could go to the mound a third time in an inning before removing a pitcher?
? TerpFan88, Washington, D.C.

A. I couldn't find a timeline on when the current rule went into effect, but personal experience takes me back to the late-1960s, and things haven't changed in that time.

Q: Looking a few years down the road, do you think Jim Edmonds belongs in the Hall of Fame?
? Marty Igel, St. Louis

A: If there was a Hall of Fame for highlight-reel catches, Edmonds would be a no-brainer. Nobody in recent history made more of them, and that's a big reason why he won eight Gold Glove Awards. Edmonds also made four All-Star teams, won one Silver Slugger Award and had two top-five MVP finishes.

That said, I think the offensive numbers likely will leave him a bit short of Hall of Fame election: .284 batting average, .376 on-base percentage, 1,949 hits, 393 homers, 1,199 RBI, .527 slugging percentage. He also never led the league in any single-season offensive category.

I see Edmonds' Hall of Fame candidacy falling into the near-miss category that currently includes Dale Murphy, Larry Walker and Bernie Williams ? and could be very similar to that of Andruw Jones. Although on Edmonds' behalf, his career numbers also closely parallel those of Hall of Famer Duke Snider.

One thing I've learned about Hall of Fame candidacies after 14 years of being a voter is that they can undergo dramatic changes over the 15-year voting time frame on the writers' ballot. Edmonds certainly will merit serious consideration when he becomes eligible for election in 2015.

Brazil: Standoff between striking police, soldiers (AP)

RIO DE JANEIRO ? Striking state police and their supporters have clashed with Brazilian soldiers outside the state legislature in the northeastern city of Salvador.

Troops surrounded the building Monday as the strike that has paralyzed the city moved into its sixth day. Brazilian television broadcast images of soldiers firing rubber bullets and charging crowds as they tried to enter the building, where strikers are holed up.

The strike has thrown a pall over preparations for Carnival in Brazil's third largest city, unleashing a rash of looting and a spike in the murder rate.

Ray Emery?s chance to start equals goaltending migraines for Blackhawks

On the one hand, you have Corey Crawford of the Chicago Blackhawks saying that he's played "really good hockey and some not-so-good hockey" over the last several games.

On the other, you have Coach Joel Quenneville saying of Ray Emery: "Basically every time he's been in the net for us this year he's been consistent. He's been solid, predictable and dependable."

To no one's surprise, then, Ray Emery is starting on Tuesday night against the Colorado Avalanche, with every opportunity to wrestle the starting job away from Crawford.

This is, of course, what the Quenneville Blackhawks do, according to Adam Jahns of the Sun-Times:

This isn't anything new for the Hawks. Two years ago, Antti Niemi usurped a less-confident Cristobal Huet in February. A season before that, it was Nikolai Khabibulin over Huet.

But unlike those seasons and even partially last year, there is more onus on the goalie this season because the Hawks haven't shown a willingness to commit to defense for a considerable stretch and their puck-possession game has struggled. The fact that the Hawks are the only team without a shutout is an indicator of both.

Jahns writes that "the Hawks won't be pursuing a goalie. It will be either Crawford or veteran Ray Emery." Translation: This development is not good news for the Chicago Blackhawks.

This is not good news because Crawford's 3-year deal signed last May portends that he'd be the team's playoff goaltender. As GM Stan Bowman said: "Corey emerged as our go-to guy, that he earned the right to be our No. 1 goalie."

This is not good news because he's given up that right, at least temporarily and in the eyes of his coach.

He hasn't given up less than two goals in a game since Dec. 26, and has given up 3-or-more in eight of his last 10 starts. Now, he'll ride the pine to see if a journeyman in Ray Emery can take his gig.

Can the Chicago Blackhawks win a Stanley Cup with Ray Emery and an inconsistent Crawford as their duo? Sam Fels of NBC Chicago only sees one path that works: Batten down the hatches and play outstanding team defense in front of Emery. From Fels:

If the Hawks are going to have success, and the kind of memorable success, with Emery in net then their defense is going to have get real tight real quick. They're going to have to limit the amount of movement teams can make with the puck. Passes through the slot to the other side of the net can't happen. Time with the puck to make a move on Emery can't happen. Basically, they have to make sure that Emery sees every shot straight on. If he has to slide to cover one-timers and rushes, they'll have serious problems.

If the Blackhawks aren't looking outside the organization for a goaltending solution (paging Ryan Miller), then the best-case scenario is this: Emery has his run and eventually fades; Crawford returns, rested and focused, and Niemi's his way into the postseason where, let's remember, he was pretty damn good last season (2.21 GAA, .927 SV%).

Worst case scenario: The Chicago Blackhawks are going to have to win despite their goaltending. Ask the 2010 Flyers how that worked out.

Missile defense cooperation could be "game-changer" (Reuters)

WASHINGTON (Reuters) ? Missile defense, an issue that has poisoned U.S.-Russia relations, could be a "game-changer" that transforms ties if the two sides cooperate on a shared system, says a report by former top officials from both sides of the Atlantic.

Recent headlines in both countries have been reminiscent of the Cold War, with the Russians threatening to deploy missiles aimed at countering a proposed U.S. missile shield, and the Americans responding that they will build the system, come what may.

The planned U.S. shield, endorsed by NATO, would deploy U.S. interceptor missiles in and around Europe in what Washington says is a layered protection against missiles that could be fired by countries like Iran.

Moscow says this could undermine its security if it becomes capable of neutralizing Russia's nuclear deterrent.

Now an international commission that has been working on the matter for two years has designed a basic concept for cooperation with the help of military professionals from both sides.

The new proposal by the Euro-Atlantic Security Commission says the United States, NATO and Russia could share data from radars and satellites about missile attacks and so provide one another with a more complete picture of any attack than countries would have on their own.

But the parties would remain responsible for shooting down any missiles that threaten them. They would keep sovereign command-and-control over their own missile interceptors.

"While the Russians are somewhat skeptical about whether Iran is a threat ... the Russians are very strident about their worries about Pakistan, which has ballistic missiles and nuclear weapons," said Stephen Hadley, a co-chairman of the working group that produced the proposal. He served as national security adviser to former President George W. Bush, a Republican.

The head of NATO welcomed the proposal.

"Overall I really think it points in the right direction," said NATO Secretary-General Anders Fogh Rasmussen at a security conference in Munich. "It outlines why it is in our common interest to develop cooperation on missile defense."

However, he added, one of the main obstacles to cooperation was the Russian insistence on having legal guarantees that the NATO system was not directed against Russia. If Russia was involved in the project might alleviate Moscow's anxiety over the system, he said.

"The very best guarantee Russia could get would be to actually engage in positive cooperation because that would provide transparency and they could see that the system is not directed against Russia," he said.

Russian Foreign Minister Sergei Lavrov, speaking at the same conference, did not refer to the commission's proposal, and instead threatened to "compensate" if necessary for the missile defense system.

"If our concerns are not taken into account, if no equitable joint work is achieved, then we will have to compensate for the emerging imbalance," he said in a speech.

"Failure to agree would tremendously reduce the opportunities for cooperation in addressing not only missile risks, but the whole range of threats to our common security. That would not be our choice."

Hadley said a working group of experts from the United States, Europe and Russia concluded that there was enough of a threat from the proliferation of nuclear weapons capabilities and ballistic missiles with a range of up to 4,500 km (2,800 miles), to conclude that defenses were needed.

"Constructing defenses takes a long time, and the last thing you want to be - if you are doing defenses - is late to the party," he told Reuters in an interview.

Hadley co-chaired the missile defense group together with Volker Ruehe, a former defense minister of Germany, and Vyacheslav Trubnikov, a former Russian deputy foreign minister and retired general.

The design of the shared system was created by Henry "Trey" Obering, a former chief of the U.S. Missile Defense Agency, and Viktor Esin, a former chief of staff of the Russian Strategic Rocket Forces.

The missile defense proposal was part of a larger report by the Euro-Atlantic Security Commission that said the United States, NATO countries and Russia should cooperate on the Arctic, energy issues, and regional conflicts as well as missile defense. It is being unveiled this weekend at an annual international security conference in Germany.

"Successful cooperation on ballistic missile defense would be a game changer," the proposal said. "It would go a long way toward overcoming the legacy of historical suspicion and achieving the strategic transformation that is needed."

"Cooperation on missile defense would establish a pattern for working together, build trust, and encourage further cooperation in other areas," it said.

RUSSIAN PARANOIA, AMERICAN ANXIETY

Discussions about missile defense have been a source of tension since Ronald Reagan's idea of protecting the United States from ballistic missile attack was dubbed "Star Wars" a quarter-century ago. Lately the Russian rhetoric has been intense.

"I think it's well known the Russians are paranoid about missile defense and the implications that has," U.S. intelligence chief James Clapper told Congress this week.

"They overanalyze that and deduce that's a profound threat to their status as a national power."

Recently the Russians have complained bitterly about plans to station elements of the U.S. missile defense system close to them, in NATO members Poland, Romania and Turkey, from where radars could presumably see into Russian territory.

On the American side, there is some anxiety about cooperating with the Russians, even though cooperation on European missile defense was favored by Robert Gates, former Pentagon chief under both Bush and President Barack Obama, and has been sought in talks during the Obama administration.

In Congress, some lawmakers have been so worried that the Obama administration might provide sensitive information to Moscow that they recently wrote a ban on sharing classified data into law, unless the administration notifies Congress first.

"House Republicans will not allow any delay to efforts to deploy missile defenses that protect the United States. Nor will we permit sharing with Russia classified information about our missile defense," said Representative Michael Turner, chairman of the House Armed Services strategic forces subcommittee.

Hadley said the commission's proposal would protect sensitive technologies by letting each side set up screens to filter radar and satellite data before it is shared.

"We would talk about what is being screened out, so people would know what they are not getting," he said. "We do that all the time, in cooperation with countries all over the world."

But other analysts say that because the proposed approach focuses on the threat from intermediate-range missiles, it sidesteps the critical issue of long-range nuclear forces.

The main reason that efforts to cooperate on missile defense have so far failed is Moscow's concern that some of Washington's yet-to-be-deployed or developed interceptors could be aimed at Russia's strategic missiles, said Tom Collina, research director for the Arms Control Association in Washington.

"Until these concerns are addressed, Moscow is unlikely to begin the trust-building process that (the report) suggests," Collina said.

Sam Nunn, the former U.S. senator who co-chairs the Euro-Atlantic Security Commission, acknowledges the proposal doesn't address all the issues that could arise, but said: "I think you could solve other problems as you go down the line."

"If people work together on the first stages of this, the light bulbs will go off, (and) people will say 'Hey, we need to work together on the other stages too,'" Nunn told Reuters.

Otherwise, he said the Russians may make good on threats to resort to a larger offensive missile buildup. "That was what they said they'd do, and I happen to believe them."

Another suggestion was to use turntable.fm and be a bit sneaky.? Become a DJ and curate music within your genre, and create a fanbase as a curator, then periodically slip in your music.

The idea of people curating music for their friends creating play lists and sharing seemed both intriguing and a bit threatening to this panel, basically they felt that DJs are the better choice for learning about new music (an understandable bias).?
